Position:  Field Appraiser III      Positions Available: 

Department:  ASSESSOR’S OFFICE - ESPANOLA

  

The Field Appraiser III will be working for the Rio Arriba County Assessor’s Office. This County Assessor’s office is seeking an individual with strong work ethics and leadership qualities. This individual will be working in a public service office that deals primarily with land, home, and mobile home assessments. To be considered for this position applicant must have: 

ESSENTIAL JOB DUTIES

  • Establishes real estate values of residential, non-residential, and commercial properties;
  • Uses County maps to locate property to be assessed;
  • Assists co-workers in assessing every property within the County once every two years;
  • Establishes property grade based on quality of construction and set valuation rates in accordance with legal levies;
  • Determines proper appreciation and depreciation in structural and/or land; Such evaluation is based on consideration such as land use for livestock, presence of flood control and irrigation, type of construction, construction additions, use of property, square footage of structures, utilization of available topography of property streets, and accessibility and other related details.
  • Prepares sales ration reports in an effort to determine actual sale value of land and real estate. Such reports are submitted to the New Mexico Property Tax Division (Appraisal Division). Sales ratio should be within 10 percent of market value;
  • Sketches buildings, takes measurements and enters all information pertaining to appraisal on property record cards.
  • Submits property record cards to office clerks for entry in computer systems;
  • Testifies before hearing boards in event of disagreements/complaints concerning real estate values assigned;
  • Assists in training part-time workers and lesser-ranked appraisers as needed;
  • Performs research on valuation and tax notice values of property;
  • Conducts market analysis to determine property value;
  • Documents such as deeds, real estate contracts, closing statements and mortgages are used to perform such research and analysis.
  • Provides field training for new personnel;
  • Maintains records and prepares reports;
  • Attends job–related meetings;
  • Perform other duties as assigned by Director/Supervisor/Designee 

SPECIAL REQUIREMENTS

  • High School Diploma or GED;
  • Will be required to obtain two certificates of completion from the International Association of Association of Assessing Officer (IAAO). Will also be required to obtain all other certifications required by the IAAO for field appraising.
  • One or two years of experience in assessment work preferred;
  • Ability to draw, to scale and to read blue prints;
  • Computer knowledge preferred;
  • Knowledge pertinent to laws relating to ownership and appraisal methods and techniques, the use of legal descriptions, maps and the operation of various office equipment;
  • Ability to deal and communicate with the public;
  • Ability to perform essential duties in the work conditions required for the job;
  • Ability to perform essential duties as described above;
  • Ability to work with equipment, tools and materials required by the job;
  • Ability to understand and communicate in English;
  • Valid New Mexico Driver’s License; 

WORKING CONDITIONS

  • All essential job duties are performed both indoors, and outdoors.
  • Temperature is controlled to maintain comfortable work environment year round indoors, and employee is exposed to natural weather conditions when outdoors.
  • Employee primarily works alone with or without explicit directions from Supervisor. Employee may work with a small group of other individuals at times.
  • Potential work hazards include use of the printer, other office equipment, and the climbing of stairs.
  • Employee may be required to travel to Tierra Amarilla or Espanola or within the County.
  • Employee will be required to take some job-related courses or attend job-related meetings.
  • Employee may be required to work irregular hours.
  • Employee must be able to lift up to 45 pounds.
  • Employee must be able to stand/walk for up to four hours at one time and up to twelve hours total per day.

Position:Laborer I                             Positions Available:1                                                      

Department:ROADS DEPARTMENT - ESPANOLA

 

As a Laborer I with Rio Arriba County (RAC) your primary job duty is to maintain work areas for the safety of the work crews. The candidate will operate light equipment, such as lawn mowers, weed eaters, etc. Candidate will also haul and deliver materials and equipment for emergency repairs, clean County vehicles, flag traffic and dispense fuel into County Vehicles. Further responsibilities of an RAC Laborer I include:

ESSENTIAL JOB DUTIES:

  • Sets warning signs on work areas for safety;
  • Dispenses fuel into county vehicles, flags traffic, and picks up parts for emergency repairs: cleans county vehicles;
  • Operates light equipment such as pick-ups, lawn mowers, chainsaw, weed eaters, etc.;
  • Reports infractions to immediate Supervisor;
  • Maintains required documentation such as (pm reports, daily reports, fuel log, etc.);
  • Makes minor repairs to fences, gate structures and maintains road sign as per M.U.T.C.D. standards;
  • Performs other duties as assigned by Director/Supervisor/Designee and performs all duties to the best of his ability;

OTHER RESPONSIBILITIES:

  • Be responsible and accountable for property assigned to you;

 

SPECIAL REQUIREMENTS:

  • Able to travel within the County;
  • Stand, Walk for up to four (4) hours at a time, work irregular hours, exposed to loud and disruptive noise from equipment;
  • Subject to extreme hot or cold temperatures, wet, dry, or greasy natural ground, asphalt;
  • May be exposed to walking, stooping, climbing, carrying and various hazards such as infectious diseases, chemicals, fumes, heights, power equipment and icy surfaces;

 

QUALIFICATIONS:

  • A valid New Mexico Driver’s License is required;
  • Follow verbal instructions
  • Have knowledge of hand power tools commonly used on road construction;
  • Must be able to lift and/or move fifty (50) to sixty (60) pounds;

 

A High School Diploma or GED Certificate is required.

PRINCIPAL JOB DUTIES AND RESPONSIBILITIES:

  • Relieves the Planning and Zoning Director of administrative details;

  • An associate of Arts degree in a secretarial field from an accredited college or university may be substituted for three (3) years of the required experience;
  • Extensive knowledge of modern office practices, procedures and equipment;
  • Familiarity in preparation of records, reports, correspondence and written directives;
  • Ability to act independently and make logical decisions based on policies of Supervisor;
  • Knowledge of the principals of business and County government organization.

 The Rio Arriba County Clerk’s Office is seeking a computer literate individual responsible for carrying out day to day operations of the Clerk’s Office. The principal duties and responsibilities include, but are not limited to:

 

DUTIES AND RESPONSIBILITIES:

 

  • Maintain as well as prepare Clerk’s fee report-including deposits to Treasures Office;
  • Must be computer literate to include running reports and checking for errors prior to final reports;
  • Must be able to prepare, certify and issue marriage licenses;
  • Answers telephone in a professional manner and directs calls to correct department/co-worker or takes messages;
  • Pick up and deliver AM and PM mail on scheduled basis; opens, stamps and delivers to correct department;
  • Copy documents for public from books, micro-fiche and computer;
  • Must be able to assist the public with general information associated with the Clerk’s office;
  • Must be able to correctly file documents alphabetically, numerically or chronologically as necessary;
  • Must be able to stamp, seal, copy, mail, certify and file office related documents;
  • Enter routine postings on various office records, daily entries to include documents for recording from abstract companies, the public and daily mail;
  • Assist public with copies of general information associated with the clerk’s office;
  • Performs other duties as assigned by County Clerk, Chief Deputy Clerk or Designee.

SKILLS, KNOWLEDGE AND ABILITIES:

  • Must possess a valid New Mexico Driver’s License;

Position:  FINANCE I

DUTIES AND RESPONSIBILITIES:

  •  Keep accurate records in accounts payable;
  • Reviews accounting documents to verify amounts, extensions, codes, total, etc. against supporting documents;
  • Prepare payment vouchers;
  • Assures that transactions re credited and debited to proper accounts;
  • Reviews accounting forms for proper completion, amounts, coding , discounts and taxes;
  • Verifies accuracy of computer printouts against input information;
  • Contact Vendors throughout the County;
  • Prepare utility vouchers; verify billing; and present for approval;
  • Enter all data into the accounts payable system and log all purchase orders;
  • Maintain and make service calls for postage meter;
  • Prepare direct payment vouchers, reviews all travel and mileage and per-diem;
  • Takes care of all leases;
  • Enter W-9 vendors for direct payment vouchers and contracts and enters and files all W-9’s

SKILLS, KNOWLEDGE AND RESPONSIBILITES:

  • Knowledge of the principles of business and County government organization;
  • Knowledge of methods to tactfully deal with the public;
  • Proficiency in data entry using keyboard and key pad;
  • A combination of college education, training and experience in accounting, Finance or business totaling 2 years;
  • Knowledge of basic math, filing, and reading comprehension;
  • Ability to perform simple mathematical computations;
